Most likely, the main reason is related to water circulation in the ocean. The deep water in the ocean begins at the surfaces of polar areas. It becomes very dense due to the extreme cold temperatures and then sinks to great depths in the ocean. Because it was surface water, it carries dissolved oxygen. So the cold, dense, oxygen-filled deep water flows along the ocean floor, causing the oxygen levels there to be slightly higher than the waters above it.
